TBB Problem to Cambridge Virgin Media

I've noticed all this week that the two TBB ping I have running on both my VM connections in Cambridge on CMTS have a minimum ping huge spike at just after 7pm only recovering near 11pm it's almost identical on both graphs. Now naturally that looks like a capacity issue so I called VM who say that the upgrade that happened a few months ago is fine and utilisation isn't high. So I obviously thought it might be a lie. So tonight from a BT Infinity FTTC connection I decided to ping the boxes in question for a period when the graph was high. I get normal latency to those IPs suggesting there is some router/peering issue. Would anyone be kind enough to look into it for me?

Those are the two connections I am monitoring and I'm getting avg pings to them from the BT infinity of 34ms. So somethings amuck. Many thanks

We are seeing this on offer Virgin Media connections and suggests one of their peering links is running hot again, i.e. congested

If they cannot see it then I would be very surprised
