Peering Issues?

Remoted onto my parents machine to do some maintenance, downloads from openoffice.org were stupidly slow (9Meg+ speedtested line)

So wondering if anyone else seeing issues to some sites on BT Total ADSL2+.

Downloaded file locally and transferring it via my upload is faster than the download HTTP on the BT connection.

I wonder if its a round-robin DNS on the download and your parents connection picked a more heavily loaded server?
