When it is working have the speeds dropped?

You would have expected the DLM to kick in and slow you down to stabilise things.

Run the BT speed test at speedtest.btwholesale.com , then go to the further diagnostics and see what profile you are on.

My own experience has been that it can take a while for DLM to kick in though.

You might want to also check it isn't something at your end by unplugging everything else from the phoneline and seeing if it's stable then.

What happens to the modem lights when it drops?

Agreed
My experience is that DLM takes a long time to act. I've had around 10 disconnections (all intentional) in a day on fibre before without it doing anything. Once it kicks in though it seems to be quite fast to make changes there on, even if they're severe ones.
