Poor peak speed

Well I once again have had months of poor peak speeds, I'm 10 meters from the cab, I connected and full sync and I'm connected via wired.

after 7:30 is just unusable, I struggle to load web pages including this one.

The disparity between x1 and x6 points to congestion.

Parts of bt wholesale network are affecting a number of providers. Is packet loss an issue? Or could just be a bt retail issue

I am seeing large amounts of packet loss at peak time on the BB quality monitor.

But my ping isn't affected, just throughput is poor to the point websites don't even load.

What you're seeing is network management by BT as they are seeing congestion, which is probably affecting BT TV no doubt.
