Bad ping to Netherlands game servers

I regularly play on a Dutch gameserver and up until last weekend everything was fine. I always had a ping of 20-30ms whatever the time of day.
However since last Sunday I get terrible lag after around 7:30pm. Running a tracert shows this

To me it looks like a routing problem at Level 3.

How do I raise a ticket with BT regarding this?
