Exchange Congestion Across Cornwall

Hi there,
we have been experiencing dodgy speeds recently, St Columb Major Cornwall
Plusnet exchange checker does say the exchange is congested (RED!)
WWSCOL
i have been speaking to freinds family and collegues all within the same area 20mile radius, some of their exchanges are amber and green but have all been experiencing slow speeds, all with syncs above 5Mb mine is 8128kbps down 448kbps up
always has been, last night was a strange one for my connection 100-300kbps speed, and my ping whent mad! have a look,
My Broadband Ping we went out at around 4pm yesterday when it settled down and come home before midnight and connection was slow so disconnected router and restarted it settled down after that, normal 5Mb+, the time it was mad 6pm onwards, was when others said it was slow last night aswell, on talktalk, sky etc, then put my p2p download going over night and all day, all fine after that, oh and nothing was on the network during the time we where out 4pm onwards, and wireless not hacked as it is qss press the button connection, wpa2-psk, could it be bt congedted in cornwall?
Oh and i have never seen my ping monitor like that before, and it been going for 13months!

No problems here on Redruth exchange, also with Plusnet and on ADSL2+, rock steady connection and speeds.

My line speed here in Helston collapsed yesterday
My Broadband Speed Test
which is not unusual. I can usually get it back up by resetting the router but not this time. I'm on BT Broadband.

Iím in West Wales and my latency has now gone off the chart - see

Earlier, it was 590ms - http://www.pingtest.net/result/45813522.png

It has been like it all of today (Wednesday) so it may be more widespread than just Cornwall.
