It means you have an ADSL service already on the line, and you need to use the migration procedures to change provider.

I dont get what you dont understand?

Its telling you that, if you have ADSL.. IF not that you DO, to change from say, BT to Plusnet you will need to tell BT you want to leave for plusnet and then ring plusnet to join them

The last section "new and existing service provider to have this service transferred" is extraneous and likely left over from a previous HTML edit and should have been removed by BT.

The checker text can be used by providers too, hence this line being there to emphasis you contact old provider to get the MAC, and give it to the new provider.

If you weer on full LLU the checker would not recognise the number
