Can BTwholesale really offer a contention free service?

We're connected to the Drochil Castle exchange, which hasn't been unbundled or upgraded.

I've been offered a bonded-ADSL solution from Evolving networks and they claim that:

"As a wholesale partner of BT, we have a unique commercial agreement that we won't be contended at the exchange. What we know as a hot virtual path or contention at the exchange is very rare. If we see it, we manage it out of the connection as we have the monitoring tools allowing us to fix it immediately."

Can this be true? And if it is true, does it mean what it seems to mean?

Sounds like a sales pitch which may be stretching reality to get a sale

It can be done to some level if they're paying for an assured rate session for a specific duration of time but this can be pretty pricey.

I believe it's what BT Retail have used/do use for their TV service.
