That was directly from BT Openreach, I was assigned a case handler after emailing some questions to Clive Selley, since been made more aware of who handles what, well I was until that last email from BTO, I assume she meant Wholesale not Openreach in that last response.

Indeed. Bascially Openreach manage/own the physical cables, Wholesale manage the data that passes over them.

its good and bad news.

The good news openreach will try to improve the situation within 10 days, the bad news it looks like extra expenditure on 20CN on that exchange has been frozen, so its fingers crossed if rebalancing does the job.
