For ADSL -

Annex A is ADSL over PSTN as used in the UK
Annex B is ADSL over ISDN as used in places such as Germany

So the answer is German hardware will work so long as Annex A is supported for any devices with an ADSL modem in them.

There is likely to be a high pass filter on the modem input. If it is a discrete analog filter then it may well be designed with different cut of frequencies depending on the market. Or it could be a digital filter or a programmable analog. Most will have the inbuilt intelligence however there will be some that will not perform well at the bottom end.

Annex A/B was usually more to do with the pins the signal used on the RJ11

If a device says Annex A support then it should be fine

Particularly beware of AVM (Fritz!Box) German spec. units, these are usually only suitable for DSL lines over ISDN and normally cannot be flashed with 'International' firmware used on non-German versions of the same models.
