Steam daytime download speed

I understand there is a limit for torrent downloads in the daytime (50KB/s?) but surely this shouldn't effect Steam downloads as well as they aren't p2p or so I thought? But mine seem to be limited till 23:00?

I thought Eclipse offer a Traffic Controller option for broadband users. The default is probably to prioritise web and email, and to de-prioritise file transfers, during the day.

I'm on their fibre services and don't have the option, I'm guessing it's only normal broadband this is available on?
