FTTC Speed Test Results

Would one of you knowledgeable gents care to offer your considered opinion on the line stats for a friend of mine?

Test1 comprises of two tests

1. Best Effort Test: -provides background information.

Download Speed
13507 Kbps

0 Kbps 33464 Kbps
Max Achievable Speed

> Download speed achieved during the test was - 13507 Kbps
For your connection, the acceptable range of speed is 12000-33464 Kbps .
Additional Information:

2. Upstream Test: -provides background information.

Upload Speed
8163 Kbps

I would think with a Profile of 33464 Kbps and a throughput of 13507 Kbps that something is amiss?

Are the FA semi-finals being streamed to the net? Many ISPs will slow down if so. Or was that test at some other time?

That speed test was done on a PC wired to the Hub.
