Do the smaller cabinets need to be connected to mains power?

There are 2 cabinets near me that are almost RFS. They are both kitted out, and both have had the yellow and black fibre cables installed from the ducts. The larger cabinet is being connected to a grey power box today (as I'm writing this). My guess is that this cabinet will "go live" within the next few weeks. However, the smaller 120 connection mini cabinet that I'm connected to hasn't been connected to power, but has all the equipment and fibre installed. Does the smaller cabinet need power? Or is it a passive setup?

maybe they pulled a power interconnect with the fibre and it'll be powered via the big one ?
