The availability checkers work by cabinet/line, as it only needs one cabinet working for the exchange to be declared enabled.
So it could be instantaneous, or it could be months if there is a problem with a particular cabinet, or it could be never if there isn't going to be a cabinet for your address. Also often some areas of an exchange are done in a couple of phases, and others in a considerably later phases.
There are occasional messy cases where a user's cabinet is enabled but a flaw in the database still excludes their phone number. Few and far between we hope.
