So what do the white areas mean? Areas that will be part of the FTTC rollout?

Yes.

Different councils have used different colours in their reports - so the white zone in North Yorkshire is actually the intervention area (and the term "white NGA areas" is used in government & EU documents).

So much for consistency, eh?
