FTTC cabinet - time to accepting orders

In my area the original FTTC availability date was Mar. 2013. That was changed to Jun. 2013. A new FTTC cabinet was installed about 2 months ago and I was expecting it to be activated and start accepting orders from July.

Now we're in July and I've checked on the BT checker (http://www.dslchecker.bt.com/adsl/adslchecker.welcome), the availability date has now changed to Sept. 2013.

How long after an FTTC cabinet has been installed, it goes into operation and ISPs start accepting orders?

How long is a piece of string. If cabinet is in place and not going live suggests an issue like power or blocked ducting delaying the go live date, so could be any time from next week to 2015 really.

I thought that BT had to now only put dates they could realistic meet? Or is that just for the exchange? Hence why lots of dates moved to March 2014?

Even so it's a bit of a falsity the dates of the exchange going live as that only means it needs one cabinet accepting orders? On the exchange I am on as far as I know there has only been one cabinet enabled and the exchange has been accepting orders I would guess for 7 weeks now. So to say they exchange is accepting orders gives you a bit of a false idea?

My local exchange has been fibre enabled for a very long time and I've seen many FTTC cabinets around the area. BT need to start giving realistic dates for the local FTTC cabinet to go live and accepting orders.
