It means no plans to provide FTTC at this time under the commercial project. This might change in the future.

From BT Wholesale: FTTC is currently not available on this cabinet due to following reasons:- Cabinet to be enabled between Apr-16 and Mar-17. Date to be confirmed once the survey is complete..

What's this mean? Definitely fibre soon?

It means that you are on the roll-out list,but no one wants to commit to a date until such time as they can be a bit more sure on how long it take.

So fibre looks likely - I would not say definitely as surveys can reveal problems that may delay things longer or make it totally unviable
