openreach supposedbly exceeding targets on FTTC

is a recent news story regarding ofcom monitoring openreach on install delays. apparently openreach exceed expectations on FTTC meaning FTTC will be excluded.

Yet my original FTTC install originally had almost a 2 month wait and it seems now my migration (only few button pushes?) is a 3 week wait.

How can a migration take 3 weeks?

Its Friday so I'll have a grump, remember Ofcom is also the people who seem to be excluding GEA-FTTP from the new migration processes that have taken 3 years to date and may be another 18 months before fully in place....
