Installation delay question

Supposed to get Plusnet install today - had email from them to say Openreach engineer will visit to install.

So I rang them to find out if it was AM or PM. They said neither as there is a problem...

"Please be advised your order has been delayed due to VLAN/Cable Link not being completed. We apologise for the Delay in Progressing your Order."

Can someone give me an idea of what this actually means?

Are you the first person to order on that exchange?

Sounds almost like the BT Wholesale cable that picks up the data at the exchange end is not ready yet, or has hit capacity and installing another.

Not first on the exchange - its been enabled for a long time.

Almost certainly first on the newly enabled cabinet though.

In which case it might just mean the vlan configuration for the data leaving the cabinet, which should be configurable remotely
