GEA-FTTC PCP Only Pilot and Indicative Launch Pricing

Anyone know what this is? The prices to join the pilot were effective April-December 2013.

I'm wondering if it is a "phoneless" product.

My broadband basic info/help site - www.robertos.me.uk | Domains,site and mail hosting - Tsohost.
Connection - Plusnet UnLim Fibre (FTTC). Sync ~ 56.4/14.5Mbps @ 600m. - BQM

Basically just one price/order and the copper is bundled into the FTTC pricing. So no separate voice billing, which if marketed can be made to look like a naked DSL option, or provider could do VoIP via CPE and still gain the voice revenue.
