I can't see any damage in those pics?

I've read (right or wrong) that the silver lock is used when a cabinet is made live...

Only on the more recent ones.

Those round us went live in February 2011 and none have silver locks.

My broadband basic info/help site - www.robertos.me.uk | Domains,site and mail hosting - Tsohost.
Connection - Plusnet UnLim Fibre (FTTC). Sync ~ 56.4/14.5Mbps @ 600m. - BQM

Not all PCP's/DSLAM's require locks only ones in areas that may be susceptible to damage or cable theft.

Are you saying I could walk up to my FTTC cabinet and open the door?

Somehow I think that is unlikely.

I'm fairly sure all PCPs have locks. Possibly elementary ones like old-fashioned train doors.

They have locking mechanisms of some description (work better than Virgins cabinets too, how many of theirs do you see open) Some have additional locks. The DSLAM cabs are alarmed too.
