Noticed some road works from Morrison on behalf of Openreach starting a few days ago so checked on www.roadworksscotland.org postcode G53 7UZ which is about 100 meteres from my house.

Doesnt give any detailed info on what is involved only that works run from 19/02/2016 - 03/03/2016.

Looks to me like it could be a PCP cab and Fibre cab being installed but i'm no expert?

More than likely!

Take a look here - https://www.telecom-tariffs.co.uk/codelook.htm?xid=4...

Loads of the EO lines are being converted to cabinets (cabinet E_1 is exchange line 1 group being converted to a cabinet).
