The speed tests overall indicate that a reasonable number have this issue, but then there are people using the same tester getting results like http://tbb.st/1494022109126745455 (FTTP area)

http://tbb.st/1494752553501576855
http://tbb.st/1494481116882084855

Others are seeing results closer to yours though http://tbb.st/1495102175465332955 ,

No obvious pattern in terms of browser or region that is immediately obvious

Certainly its not everyone, and a quick peek at recent tests seems to suggest its actually relatively rare. The slope of the line is most unusual but cannot think what that might mean

Providers are free to suggest things, but when I can show you tests such as the following which are done with the same browser

http://tbb.st/1496324214689073555
http://tbb.st/1496304561455479455
http://tbb.st/1496292259714597955
http://tbb.st/1496292973240822955
http://tbb.st/1496301812556127355
http://tbb.st/1496312668379389555
http://tbb.st/1496275900691710155

So the test does not look broken, it may be an artifact from a plugin running in your browser or very odd anti-virus interaction.

The tester can only report the data it gets, so if it was me I'd be trying the PC on another connection to see if the exact same happens, or testing another device on the network to see if I get the same e.g. mobile phone and while Wi-Fi will introduce some variability if the single thread looks more like others then points at something specific to your PC.
