What is Acceptable Level of Packet Loss

Since the Autumn our FTTC has been showing increasing levels of packet loss in the evenings (typically peaking 20:00 to 22:00GMT - as shown on the Broadband Quality Monitor). Recent weeks has seen it reaching around 10-15% at this time of day.

This is Zen FTTC via a BT-only rural exchange.

At what point does this become justifiable as a complaint to the ISP?

On an idle connection even 1% is unacceptable in my eyes. 10% is huge packet loss. So complain away.

Many Thanks for the feedback on this. At the affected times of day we are generally doing just light web browsing - not (yet) into IPTV here. FYI last 24 hours showing typical period of evening packet loss: Quality Monitor 9-1-2018

Any advice welcome on how to tackle this. Complain to BT first, Zen first?
