My exchange has been on and off Orange LLU enabled according to SamKnows since I signed up.
I signed up August last year, it was listed as LLU, Orange told it was LLU, I was put on IPStream, then it was unlisted on SK as LLU.
I complained that I was supposed to be on LLU, was put in IPStream, I had been mis-sold. This wasn't done through the [censored] Indian call centers but through the elevated UK based response department or whatever.
Basically the answer I got was that my exchange is LLU enabled but had limited capacity which ran out before I signed up, so I was put in IPStream. The LLU kit in the exchange will be upgraded in February to enable all exchange users to be on LLU.
My exchange is not listed as no Orange LLU on SamKnows but I'm still assured that the upgrade is going ahead this month and I will be on LLU as soon as it's done.
It seems like Orange will sign you to LLU and bill you for LLU regardless of whether they've got spare space at your exchange or not.
And in my own anecdotal experience it seems like this filters through to the FUP also. Which is 5GB per month peak time on IPStream. I can't believe I have used less than this every month but have yet to be capped.

customer.services@orange.co.uk and add 'Jonathan Orange Response' in the first line and subject. It may then get past the CS bots.
