VM are usually pretty good at dealing with faults, though I would be interested to know in which way the service has been poor. If you are going just by speedtests, well these are pretty unreliable especially if your PC is under-powered. If you have noticed you cannot do things with your service that you would expect to be able to do then their may be a fault. If so submit your fault here. VM Support forum

I would be surprised if you don't get some satisfaction via those locations. However VM has been having some difficulty recently with its exit points to 3rd. party networks, ie the wider internet network. Its own network has been working well with speed doubling.
