Trouble with moving homes and broadband

We have recently moved home and BT have set our line up but have been unable to do the same with the broadband. Upon chasing BT on why they missed the activation deadline they claim our line is showing on 0.5MBs. Having checked BT's own website and other providers we should be getting between 7 and 17 MBs when I enter our address including house number. However once I input or number BT's website says their is a problem and other providers says speed 0MBs.

Can anyone explain what is happening? The neighbours all have broadband. BT are next to useless and keep putting back the date they say they will send an engineer to the exchange. We are tild by one advisor we can get infinity if we want, another says we cannot.

If the line checker won't work, it's because your number probably hasn't updated on all of the systems yet.

You need to escalate the issue within BT to get an engineer visit.

It says download is 1MBs. Only moved from the house opposite, where we got 12MBs even at peak times. We have escalated it, BT say days, then a week, now up to 4 weeks to sort, but they refuse to turn the bb on as it is too slow, think the laat tennants plugged directly into the master socket as the face was loose.

Can't see how a new housing estate could have these problems, any ideas?
