Speed problems/ Some routes failing?

My download speeds this morning are 3.5-2 mbps as opposed to 7-6 mbps. Can this be attributed to the current issue? Or must I assume it to be related to my ongoing sync problem- now 3 weeks old?

Download speedachieved during the test was - 3359 Kbps
For your connection, the acceptable range of speedsis 2000-7150 Kbps.
Additional Information:
Your DSL Connection Rate :8128 Kbps(DOWN-STREAM), 960 Kbps(UP-STREAM)
IP Profile for your line is - 7000 Kbps
The throughput of Best Efforts (BE) classes achieved during the test is - 10.58:27.55:61.88 (SBE:NBE:PBE)
