What does 30GB of data really mean?

On a mobile phone contract with O2, they offer 30GB/month for £27. Is that 30GB of total down and up data? So download 25GB and upload 5GB and you've hit the limit?

What do their T & Cs say? Might be in a Legal section or similar.

I have a mobile data contract with Vodafone and the monthly allowance counts uploads towards the total used so I suspect o2 might be the same.
