changed from usable download speed to slow spot

Hi new to forums, so forgive if etiquette not qiute up to scratch.
I am struggling with slow speedsof 0.66Mb/ps for the last 3-4 weeks. Iam on BT adsl max I think, but a long way from exchange. Speeds at my house have been around 2 Meg consistantly, bar the odd fault, but I am now told by BT that due to changes in th network I am getting the max I can on my line. I just dont beleive them? especially as my immediate neighbours who have been very friendly and checked their speeds for me more than once, are all getting approx 2 Meg, and one is getting 3.4meg. Would the network changes affect only my line and not thiers?

The key to the story is the connection speed, attenuation and noise margin figures from the router
