"Standard" is the name of the legacy 8Mbps LLU, and the maximum sync on ADSL Max is 8128kbps.
The new "Basics" isn't capped, but "Standard" always was. There is a vague possibility that he got a speed test result of 8.6Mbps in the first 2-3 days of his connection, as it wasn't capped at that stage. Partly to let the DLM assess the line, partly we thought to encourage people to trade up having seen what they could get if they did.
In either case, the pointlessness of speed test results in a sig is again demonstrated. At least it's just a one-liner for it
