non CN21 exchange alternatives

[link to this post]

Quite frustratingly the localtown with high retirement and low computer usage has fiber.

Living in the sticks with our pre Century 21 exchange 8mbit/s our lot

Currently moving to ZEN as our current ISP can't provide suitable static ip address with decent data allowance for server/cloud.

We are aware that server speeds and cloud would be faster on dedicated host, but want physical access to it.

Are there any 100-200gb month static ip options that won't cost the earth on say 4g or sat
