Sorry for the delayed reply - I have been busy with the health issues of a frail and elderly parent.
No Noise has been noticed on the line and no reports from the neighbours of issues. The problem has always been here and Openjoke seem disinterested in it - I have wondered if they have any clue about what the issue is - or if they just cant be bothered - which feels more likely - especially given that last year before I moved to Vivaciti they raised an SFI charge for "checking the cabinet" and tweaking something at the exchange in response to an Enta Tech noticing that the line was syncing below FTL at the time.
Last October I managed a 9xxx KBits/s speedtest at Speedtest.net (using xilos server), today the result was 9/1/2013 17:34 GMT Download 6.40 Mb/s / Upload 0.83 Mb/s
Which seems to mirror your own preferred service which recorded rates of
Download 6356 KBits/s (794.5 KBytes/s) / Upload 833 KBits/s (104.125 KBytes/s) in a test taken within a few minutes of the speedtest.net one.
To illustrate how erratic things can be and to show the steady decline in the quality of the line my speedtest.net results are HERE
which show the increase in speeds when I left Enta last Feb and also chart the loss of speed since late last year.
I KNOW it is NOT a Vivaciti issue, the problem is related to the cryptic message in the Fritzbox event logs the most recent example is given below

I'm not sure what else I can tell you that would help, Openreach dont seem to have any idea what the problem is - in fact the attitude seems to be "it mostly works - what more do you want?"
