So if it's just a 12 mnth contract, new customers can sign up, use it for a year and then leave - and pay just £1.99/month.

Nope - it is confusing
12 months at £1.99 then a further 12 month contract at £9.99
However - and this is interesting - if they increase the base price part way through and the 12 months at£9.99 aren't kept then there is a get out of jail free card
From the legal bit
At the end of the minimum period of 12 months you will remain on your Plusnet Weekends, Anytime or Anytime International 300 phone package and Plusnet Unlimited Broadband package and pay the standard rental charges currently £9.99 per month plus line rental. You must stay on this package for 12 months or you will have to pay an early termination charge relating to the period remaining on your contract.

That's well buried, and extremely sneaky, since most people would define as "12 month contract" as being able to leave in month 13 without penalty. As it is, it looks like two 12 month contracts bolted together from the small print, aka 24 month contract.

A sign of things to come under Andy Baker perhaps.

There's no way a 12 month contract can actually be a 24 month contract. I think you are misreading it.
