I've seen latency over the last couple of days. Is this within or outwith the PN network?

Nothing at all iffy about the BBC one. It's quite normal for intermediate hops to have routers that don't respond to pings.

As long as the ones following are fine than that's all it is.

It's only when you get a rise that is then consistently high or higher in later hops that there is a bottleneck shown.

Looking at you ping monitor did you hop gateways just before 11pm?
The ping monitor shows packet loss during peak time
Are you seeing lower throughput during this time? if so then it's almost certainly down to congestion, If you hopped gateways and the packet loss ceased then it was a Plusnet issue possibly a in balance on their crumbling network

Certainly did. I'll monitor to see if it makes a difference.
