It isn't related to the gateway but to the allocated IP address - probably beginning 146

The problem of IP block trading and third parties keeping up to date with stuff as it moves around.

Your IP Block is registered with Plusnet but may take some places longer to catch up

In August 2014, a Plusnet staff member admitted the IP whois was a "mish mash" of detail: http://community.plus.net/forum/index.php/topic,1309...

And it still is, now in 2016.

I meant the first three parts, not first three digits (i.e. like 123.456.789.*)

just gone onto my laptop and on
http://www.msn.com/en-gb/news
and the ads are all english and have refeshed it a few times
but on same page on my desktop the ads are german and refreshed a few times
desktop linked via cable and laptop wifi

You may have different URLs on the two PCs-

http://www.msn.com/de-de/news

http://www.msn.com/en-gb/news

Jumping between the two, the "news" content is significantly different.
