Bunch of thieves

My other half has been trying to cancel PO broadband at her old address for several months but due to circumstances has been unable to pay the balance, instead of PO doing to sensible thing and terminating the service pending payment, they have continued to bill for it and now she owed several months more!

Can ISP's hold you to ransome like this? They basically keep saying we cannot cancel your account until the balance is paid in full.

Cancelling the account is different to ceasing the service.

If someone can no longer afford a service, the advice would be to cease the service and negotiate a repayment plan for outstanding money.

Getting some advice from Citizens Advice people may be worthwhile so that precise situation can be discussed.

Did she try to cancel the service after her minimum term contract ended? If so you'll need to try and prove when she made the phone call to cancel and work from there to determine why they never cancelled the service as requested.

If she tried to terminate and they didn't act as requested then something has gone wrong here. Obviously they would bill for the remaining month etc but that should be it.
