That was a Phorm released press release - BT have neither confirmed or denied it.

Well if BT have any sense, they would scrap (and make a big thing of it) Phorm and then scrap the 18 month contracts on Plusnet.

I doubt it... in terms of numbers of broadband users, I suspect most are on 12 month contracts already, and as for Phorm... if you conducted a nationwide poll as to whether it was a good thing, at least 99% of BB users would probably say "Who?"
