Some apartments do come with pre-setup services, so an outside chance that there was a TalkTalk service bundled as a condition of the new build.

Have you confirmed that the broadband service is actually a BT one e.g. is it a BT IP address and is the phone number on the BT bill the one that rings in the apartment?

This probably needs someone like Citizens Advice to see the paper work and bills. Also might be worth talking to others in the block to see if they've had similar.

You need to verify things like IP address and phone number, since with apartments it is possible things got connected up wrong, and the line may actually be TalkTalk but the support staff can see things working so think all is well

i.e. someone else in building may have BT connection when they should have TalkTalk
