TBB Speed checker

The first time I use the speed checker after logging in it shows very slow speed (2.5)for the first about 50% then reaches the max of about 12.5 by 100%.
The subsequent times I use the checker it jumps straight to the max of about 12.5.
Why does it do this?

You'll never get the same speed twice because with the exception of the copper line going from your home or business all other parts of the infrastructure are shared with others which means traffic fluctuates based on what people are doing.

Virgin (ADSL) => Namesco => Newnet => O2 => Plusnet => Zen => Newnet => Zen => Freeola => Vivaciti (using O2 Wholesale DSL) => Xilo (C&W Wholesale) => Xilo (O2 Wholesale)
Router: Billion 7800N

Can you post the link to the graphs, it may be contention or some other issue. The shape of the graphs can help us to guess which it is

Looks like RWIN issues, or AV suite doing something odd to the single thread traffic
