Is it possible to add a function where the graph can be added via a taskbar toolbar, so it is always displaying in the taskbar?

Similar to what dumeter does.

Not sure what you mean. The red up and green down bars always display if there is activity in the system tray. If the icon is hiding itself that is a windows system tray configuration option.

if you right click in wondows 7 (not sure about windows 8) on the taskbar you can see a toolbar option, apps can add their toolbars to that, when added it will display in the task bar, very handy.

Also in Win 8, but that's the System Tray Andrew referred to.

When I used tbbMeter it appeared there. Are you sure it isn't just unset in your tbbMeter options?
