Massive but intermittent speed drops.

For the past few weeks I have been getting regular speed drops that go from a healthy 6+mbps to barely dial-up speeds. Restarting modem,router, PC makes no difference when it happens. Tried and gave up on some downloads this morning from 5am as the speed was

Downstream typically 4+ Mbps
Upstream typically 0.7Mbps
