They never have and likely won't start sending out messages for local maintenance and upgrade work. This isn't unusual, I'm not aware of any cable company that sends out notices to customers for things like bandwidth upgrades.

They presume that they can carry out work during their maintenance window with minimal disruption to customers.

Be good if they were more clear about when that maintenance window is though.
