The most common is to use a blog engine like WordPress and configure this to display your news items as you want.

A lot depends on what your hosting provider offers already, and what control you for packages like wordpress

MrSaffron is absolutely right.

you should ask with your host, domain service provider and get all the capabilities that you want. it basically depends on what packages or plan you have brought form that hosting company ? How much you have access or space ?

IF your plan don't have much space, please ask your provider to provide the same. May they will charge a little bit extra because this is out of your purchased plan. you can also try the same with tophostinguk - http://tophostinguk.com/billing/cart.php

Thanks
James
