License to play .wma files?

A friend sent me a track from a foreign language CD in .wma format. It's aimed at learning Spanish and isn't music. I'm being asked to get a license from Microsoft to play it on my computer. Never seen that before - is it some kind of scam?

Dell Studio 15 with Win7 64bit and 4GB RAM
VM 50 Mbps
