Possible for support to cap downstream sync

My connection seems to sit quite happily at 3904 Kbps then by either the DLM trying to raise it further or some noise on the line it drops out and goes down to 3808.

Is it possible for support to tell whether this is indeed caused by an attempt to increase sync? if it is can it be capped so that DLM does not attempt to incrwse sync beyond the threshold?

Virgin (ADSL) => Namesco => Newnet => O2 => Plusnet => Zen => Newnet => Zen Lite 8000
Note: I don't lay turf for anyone. astro or otherwise, all views and opinions expressed are my own based on experience.
