Speed issue (locked?)

Hi

I have a speed issue at one of my sites. the speed appears to be locked, never changing, never disconnecting or erroring, just a constant fixed speed. At weekend I went out and bought a new modem and filter, but nothing changed.

My new netgear box tells me

Speed - 1152 down - 288 up
Line Attenuation - 57.9 dB down - 31.0 dB up
Noise Margin - 20.3 dB down - 20.0 dB up

Speed is the only issue. The line is rock solid, never wavers, never disconnects (unless I restart it). But now that email attachments are getting larger, emails are starting to time out. Ironically I'm also unable to browse the plus.net website over this connection. It times out. Other sites are fine.
