A reminder about upload speeds on Plusnet for 21CN ADSL users:
If your upload sync is 448kbps or just under it is being capped at 448. You can request that it is uncapped for no extra charge. It is very unlikely to affect your download speed (unlike Annex M with which this is often confused which does reduce the download speed).
In the past Plusnet have said this was going to change and that new users would be provisioned uncapped, but this now appears to not be so certain: Our provisioning systems are built to order ADSL2 connections with a 448kbps upstream, we may be looking to change this in the future but we're happy to place orders to uncap this in the meantime where needed.

Disappointing. There must be loads of people on Plusnet WBC who aren't so tech savvy waiting ages for stuff to upload and just thinking "that's how it is".

I'm still waiting to hear why PlusNet (and only PlusNet as far as I have ever seen) artificially cap... I can only think of a few reasons and none of them are legitimate technical rather than classic PlusNet buffoonery.

I did see someone recently (but I can't remember who) that charged a higher price for uncapped ADSL2.

That seems unfair since I believe there's no extra charge for 1.3 meg upstream on WBC.
IPstream Connect is another matter of course.

When we implemented the provisioning processes for 21CN we'd done some testing which showed that an uncapped upstream lead to an increase in faults being reported, so we chose to go with capped with the option to uncap.
Since then, it's a lot more stable so it makes more sense to provision uncapped. It's just not simple for us to flip the initial order type though. We need to make system changes for it (which are planned)

Odd decision as pretty sure the move from ADSL mode to ADSL2+ mode on the downstream increased fault/phone enquiries
