What could be the problem?

I'm wondering what the problem might be here. Came back from a weeks holiday last Thursday and the router (which had been left on) was connected at about 3.5Mb rather than the usual 6.5-7.0Mb. BT Wholesale performance test confirmed an IP profile of 3Mb. Switched the router off for a couple of hours on Friday and when it re-connected it synced at 7.5Mb and the BTW test shortly after showed an IP profile of 6.5Mb. All well and good apart from the download speeds still being stuck at 3Mb. Logged in to the Plusnet member centre and it showed a line speed of 3Mb. Called PN support and while on the phone the CS rep made a change and the member centre showed a line speed of 6.5Mb but downloads were and still are stuck at 3Mb despite the router having a stable 7.5Mb connection since last Friday. What is the most likely cause for this? This is on a market 1 exchange with ADSL Max only, not even ADSL2+.

Plusnet reps here have occasionally dealt with similar, that turned out to be "an imbalance" in the BT Wholesale system. They were able to get it sorted out.

The nearest theory we have got to what they mean is that the BT IP Profile is held in two places, with the second (that does the actual throttling) being updated from the one that is reported by the BT speed test, and that the update to it sometimes fails in the same way as the Plusnet update does. Probably not for the same reason, but the same effect.

Did you disconnect then reconnect the PPP session after Plusnet made the change
If you didn't do it now and run another speed test
