Can someone explain why when I check my IP on the internet or run a speed test in Speedtest.net my IP is 146.199.xx.2xx (241.xx.199.1xx.dyn.plus.net) which belongs to 146.199.55 - plus.net - United States - INFONET Services Corporation and Ipconfig is the more common 192.1xx.x.xx is this normal or is there a security violation in action here?

This is fine.
That is a Plusnet IP address. It's currently being advertised by ptw-bng02.plus.net.
You cannot see your internal IP address, the 192 address, on external sites as, well, it's internal. There are of course exceptions involving querying your local machine but a simple check on the IP address your connection came from will show your external one.
No-one is targeting you for a browser hijack, or if they are it'll be via malware on your own machine.
In future if very worried about security you may wish to censor the addresses you write more carefully as you've displayed your IP address at the time of this posting in full. It's not a big deal, it doesn't really matter in the slightest, but you seem somewhat conscious of these things.
